The short answer

What is skills certification for hiring?

Skills certification is the verification layer beneath skills-based hiring. It turns a claimed capability into an evidenced one: a candidate's skill is assessed against a consistent standard, and what an employer sees afterwards is a verified skill rather than a line on a CV. It is what makes hiring on capability possible at all.

Note the word is doing different work here than it does on an exam certification. A Security+ or CISSP certifies that someone passed a specific exam at a point in time. Skills certification evidences a particular capability — the two are complementary, not competing.

The problem it solves

Every CV asserts skills. Almost none of them evidence any. That leaves the assessment of capability to the interview — which is expensive, inconsistent, and frequently conducted by someone who does not practise the specialism being assessed. Verification moves that judgement earlier and makes it repeatable.
